Government yesterday claimed it is tired of losing Uganda’s fuel supplies to Kenya and will now consider giving incentives to importers who will bring in their products through Tanzania.<\/p>\n

Mr Hilary Onek, the Minister for Energy, blamed Kenya for the regular fuel shortages that hit motorists and manufacturers in Uganda.<\/p>\n

“Sometimes we run short of fuel because our supplies are diverted,” he said at a meeting on Uganda’s oil and gas industry in Kampala, on Tuesday.<\/p>\n

Constraints<\/strong><\/p>\n

Uganda receives its fuel imports through the Kenya Oil Pipeline from Mombasa Port. The fuel is delivered at oil depots in Nairobi and Eldoret in eastern Kenya from where local oil marketers such as Total, Shell and Kobil Uganda collect it.<\/p>\n

The minister said Uganda suffers from supply constraints each time there are problems in Kenya since it is the only route used to deliver fuel to Uganda.<\/p>\n

Efforts to get a comment from Kenya on the matter were futile.<\/p>\n

“Our minister of energy and the permanent secretary are not here. They are the only ones who can comment. I don’t have the facts,” said the deputy public relations officer at Kenya’s ministry of energy, who declined to be named.<\/p>\n

Mr Onek added that following several protracted negotiations with Kenya, Uganda has now reached “some level of understanding” and the oil destined for Uganda now comes.<\/p>\n

The Energy Ministry is now pushing the Ministry of Finance to give oil importers a refund of Shs150 per litre of fuel shipped into the country via the port of Mombasa.<\/p>\n

He said the refunds will be given to the oil marketers, because it is more expensive to transport fuel from the Tanzanian coastline, through Mwanza on Lake Victoria, to Kampala.<\/p>\n

The Finance Ministry is expected to announce the refund incentive to players at the reading of the 2011\/2012 budget next month.<\/p>\n

Railway needed<\/strong><\/p>\n

However, oil players in the country, such as Ivan Kyayonka, the Country Manager Shell Uganda have argued that the long-term solution to the problem lies in having an efficient, and fast railway system as well as a wider oil pipeline in Kenya.<\/p>\n

Experts have also urged the government to operationalise Uganda’s empty oil reservoirs in Jinja Town, to enable the country have more stocks in the event of any shortages.<\/p>\n

Uganda currently maintains only nine days of fuel stocks instead of at least 30 days, with hopes of starting the construction of a domestic oil refinery next year.<\/p>\n
