The penalty has been abused because it&#8217;s minimal,&#8221; William Musaazi, the Federation of Uganda Football Associations (Fuba) technical head, said in an interview.<\/p>\n<p>He further argued that; &#8220;if the penalty was higher, clubs would strive to beat the deadline. The rules give a 14-day window before the league and failure to do so invites a fine.&#8221;<\/p>\n<p>He also confirmed that Power and Ndejje University Angels had submitted their teams before opting to recall them to make changes.<\/p>\n<p>That list didn&#8217;t have Norman Blick who joined Miracle Eagles in March. Ndejje are still locked in a fight for centre Brian Ssentongo, currently with Miracle.<\/p>\n<p>&#8220;Falcons have made a request to sign some foreign players.
