Abuja \u2014 The defeated presidential candidate of the opposition Congress for Progressive Change (CPC), General Muhammadu Buhari, has said that he will not participate in President Goodluck Jonathan’s all-inclusive government.<\/p>\n

He alleged that Jonathan’s electoral victory was fraudulent, a position he has consistently held since the ruling Peoples Democratic Party (PDP) was declared winner of the poll.<\/p>\n

According to him, since reports have shown that the mandate given to President Jonathan was fraudulent, it would be wrong for him to be involved in running the government.<\/p>\n

Speaking through his spokesman, Yinka Odumakin, Buhari said: “We stand for a free, fair and credible election but we have discovered that the last presidential election was neither free nor fair.<\/p>\n

“It also lacks credibility and so our party has decided to challenge the outcome in the court. We cannot be a party to a government of fraud but those who prepared ground for the rigged election are free to participate. But we are not going to be involved.”<\/p>\n

Meanwhile, serving ministers who are expecting automatic reappointments in the post-May 29 administration of Jonathan are in for a shocker. LEADERSHIP can authoritatively report that the development has triggered jitters in the ranks of current ministers.<\/p>\n

“Please don’t call me now, everybody is busy lobbying,” a minister minding a strategic portfolio impatiently told LEADERSHIP in Abuja, yesterday. Several other ministers never bothered to take calls that LEADERSHIP put through to them.<\/p>\n

Since the Independent National Electoral Commission (INEC) declared Jonathan winner of the presidential poll, some of the ministers have been grandstanding on the national scene just to impress their principal while some are said to be telling those eyeing ministerial carrots to wait for their turn.<\/p>\n

But feelers coming from Obudu Cattle Ranch, Cross River State, where the president is rounding off his week-long retreat shows that most of the serving ministers, if not all, are not coming back to the Federal Executive Council (FEC).<\/p>\n

Speaking to LEADERSHIP in confidence, a highly placed presidency source disclosed that serving ministers who want their jobs back are at the mercy of their governors and the leadership of the ruling PDP of their respective states.<\/p>\n

His words: “Well, I am aware most of the serving ministers want to be retained in the coming administration but it cannot be automatic. There is a process to be followed. It depends on their ability to convince the governor and the leadership of our party in their states of origin to include their names on the list of the ministerial nominees to be sent to President Goodluck Jonathan.”<\/p>\n

Speaking further, the source who played a prominent role in Jonathan’s Presidential Campaign Organisation said, “President Goodluck Jonathan would soon ask for the three ministerial nominees in the order of preference from the PDP governors, and the party leadership in the opposition states.<\/p>\n

It is from that list Mr. President would pick one from each state to make up the ministerial list which would be sent to the Senate after screening. Don’t forget that each state must be represented in the council.”<\/p>\n

According to him, any serving ministers that could not make the list should as well forget about coming back to the council unless the president deliberately asks for his or her recommendation and, again, this depends on so many factors.<\/p>\n

On the much-talked-about government of national unity, our source disclosed that it is the desire of Jonathan to run an all- inclusive government but this depends on the readiness of the opposition parties to participate. According to him, “I am aware two of the opposition parties might not be interested.<\/p>\n

“I leave that to you to find out their names. Be that as it may, President Goodluck Jonathan would still ask all of the leading opposition parties to join him by recommending some names with a view to appointing them into the cabinet.”<\/p>\n

Meanwhile, the National Working Committee (NWC) of the PDP yesterday flew into Obudu Cattle ranch to meet Jonathan over the formation of a federal cabinet as well as zoning of the topmost political offices in the party.<\/p>\n

PDP acting national chairman Dr. Bello Haliru Mohammed left Abuja yesterday to confer with Jonathan ahead of the May 29 inauguration of the new administration. Jonathan has been at a week-long working retreat at Obudu Cattle Resort in Cross River State.<\/p>\n

Sources said the party’s national secretary, Alhaji Abubakar Kawu Baraje, will join the chairman in the meeting with the President-elect.<\/p>\n

The meeting has become pertinent following Jonathan’s determination to form an all-inclusive government, especially with the support of some opposition political parties like the Action Congress of Nigeria (ACN), the All Progressives Grand Alliance (APGA) and the Labour Party which supported him at the last presidential poll.<\/p>\n

Dr. Bello Mohammed and Alhaji Baraje are expected to make an input on behalf of the PDP and their position may determine which opposition party will be accommodated in the in-coming Federal Executive Council (FEC).<\/p>\n

Another key issue that will be discussed at the Obudu Ranch with the president will be the zoning of key political offices across the six geopolitical zones in the country.<\/p>\n

With several agitations and request from the different zones to have the Senate Presidency and Speaker of the House of Reps allocated to them, it has become pertinent to work the zoning arrangements before the Sixth Republic comes into existence.<\/p>\n
