LAGOS\u2014Executive Director, Media Rights Agenda, MRA, Mr. Edetaen Ojo, Friday, charged the media to monitor\u00a0implementation of the Public Procurement Act, PPA.<\/p>\n

According to him, there must be compliance by\u00a0relevant bodies, agencies and institutions in ensuring transparency in the provisions of the Act.<\/p>\n

Speaking during a validation workshop on \u201cPublic Procurement: A Reporting Guide for Journalists\u201d, Lagos,\u00a0Ojo\u00a0pointed out that the achievement\u00a0of the\u00a0objective of the PP Act will depend on its effective implementation, saying\u00a0\u201dtherefore it is critical that the media and other stakeholders ensure its effective implementation through public enlightenment and monitoring activities of government officials.<\/p>\n

He said media practitioners covering public procurement must be familiar with all the relevant issues, while\u00a0getting acquinted with reports touching on public procurement, adding \u201cthe media should constantly focus their searchlight on the system to ensure that the objectives of the new public procurement regime are realised.<\/p>\n

\u201cTransparency\u00a0in PPA can be attained when the requirement for proactive realease of certain types of information, including through advertising and the use of websites.\u00a0Transparency is the bedrock of the public procurement system.\u201d<\/p>\n

Ojo averred,\u00a0adding that\u00a0bidding for contracts should be open\u00a0and its details published in the procurement journal.<\/p>\n

Also speaking,\u00a0Director of International Press Centre (IPC), Mr. Lanre Arogundade,\u00a0expressed that the media need to focus more on anti-corruption issues particularly as emanating\u00a0 from bodies like the Economic and Financial Crimes Commission (EFCC), the Independent Corrupt Practices and Related Offences Commission (ICPC)\u00a0and sometimes the Police, saying \u201cbut even within this confine, media reports are preponderantly about arrests and prosecution following the commission of acts of corruption.<\/p>\n

Arogundade\u00a0in a speech entitled: \u201cPublic Procurement: A Reporting Guide for Journalist\u201d, said \u2018\u2019a good number of \u00a0procurement officers of MDAs are daily scuttling the efforts of the Bureau through collusion with contractors,\u00a0tampering with bids to\u00a0favour contractors as well as causing undue delay in the procurement processess when they notice that their prefered bidders are not favoured.\u2019\u2019\u00a0\u00a0Citing Engr Emeka Eze, Director General Bureau for Public Procurement.<\/p>\n

Cordinator National\u00a0Procurement Watch Platform Ms Uche Hilary-Ogboona said \u2018\u2019 We intend to make journalist understnad the whole procurement Act and reporting in Nigeria, the Act will help journalist also, in investigative journalism. When journalists are able to transcend \u2018they\u00a0said..they said\u2019 and dig into more facts.\u2019<\/p>\n

Delivering\u00a0a welcome address, Executive Direcor, Civil Society Legislative Advocay Centre (CISLAC)\u00a0and\u00a0Head of the National Procurement\u00a0Watch Platform Secretariat said: \u2018\u2019we want to see that journalist help in ensuring that people do not hide issues borthering on pubblic procurement outside the law. We are planning to equip jounalist to handle matters of contract in Nigeria\u2019\u2019 adding that the press needs to join hands with civil soceity to fight against corruption and illegal contract businees in Nigeria.<\/p>\n<\/div>\n
