THE TENDER BOARD of Namibia received a lashing yesterday when the Finance Minister made it clear she expects the board to improve their overall performance and attendance at board meetings.<\/p>\n

At the outset of her speech, Minister Saara Kuugongelwa-Amadhila said she was “disappointed at the lack of attendance” at yesterday’s annual tender board meeting. The Minister noted that it is “of great importance” that tender board members make time to discuss ways to improve the execution of their mandate.<\/p>\n

She noted in addition that the lack of regular attendance by some members at board meetings is “is not acceptable” considering that the board is responsible for distributing N$37 billion through tenders.<\/p>\n

“No wonder people accuse us of things … we are never there to carry out the work,” she said.<\/p>\n

She announced yesterday that it is now a requirement that an “attendance register for each meeting” is handed to her, and that board members who do not attend meetings “will be required to give prior written notification with an indication of the reasons for non attendance”.<\/p>\n

Kuugongelwa-Amadhila told the members present that the Tender Board can resolve a number of issues plaguing the public procurement system, including the use of “foreign unskilled” workers, “by effectively enforcing the current provisions”.<\/p>\n

She noted that “it doesn’t serve any purpose to have the requirement if we don’t enforce it”.<\/p>\n

The Minister noted that the Tender board should “monitor” compliance by contractors and that part of their job is to “deal with non-compliant contractors, otherwise contractors will have no motivations to be compliant”.<\/p>\n

Other issues she addressed included the fact that too many goods and services are imported into the country, “even where they can be produced locally”. She also spoke about the fact that “many previously disadvantaged persons” are still “victims of unscrupulous business partners who drop them by the wayside after having used them to secure tenders”.<\/p>\n

She addressed recent media reports outlining court cases in which tender board decisions are questioned.<\/p>\n

She said “the tender board is also being accused of not being fair and above board in awarding tenders”, which is a situation “that needs to be addressed”.<\/p>\n

The Minister noted that under the new Tender Bill, a provision has been made for an appeals board to deal with “grievances related to tender awards”.<\/p>\n

But, the Minister instructed the members that “the tender board need[s] to improve its supervision of the tendering process including the scrutinising of tender evaluations done by Ministerial Tender evaluation committees”.<\/p>\n

She noted delays in the procurement process, and other issues, will always end up on the desk of the tender board directly “by virtue of it being responsible for the administrations of the procurement system”.<\/p>\n

The Minister yesterday announced the Tender Board is “now required to submit its annual report, separate from that of the Ministry of Finance” which will outline the progress made for the year.<\/p>\n
