He said allegations by Mr Mpombo were false because no such transaction ever transpired.<\/p>\n<p>&#8220;I have refused to answer that man because I think there is some insanity in him. The letter he wrote to tell us that he was resigning doesn&#8217;t have that. &#8220;He should tell you, prove to you because I am not the one who said that. Let him prove to you that there was something like that.<\/p>\n<p>Besides that, you know very well that we have not procured arms worth US$100 million,&#8221; he said. He said Zambia was not at war for the Government to procure arms worth US$100 million. Ask him to give you a letter in which he resigned. What did he say in that letter? Or let him produce a letter where I told him that we should procure arms worth US$100 million.<\/p>\n<p>&#8220;Where would we get US$100 million for arms? Our country is not at war to procure arms,&#8221; he said. President Banda wondered why Mr Mpombo was a bitter man when he resigned from Government on his own. He left on his own now chimubaba, yamunokola njala (meaning: he is hurt, he has been stricken by hunger),&#8221; he said.<\/p>\n<p>And President Banda has expressed confidence that the party would get better votes from North-Western Province in this year&#8217;s elections because of the level of development the Government is undertaking in the area.\u00e2-\u00a8He said the Government had done so much in the North-Western Province and it would continue to provide development in the area.<\/p>\n<p>&#8220;We have done so much and we are going to do so much more,&#8221; he said. President Banda commended the people of the Province who he described as good and understanding people. The president was accompanied to North-Western Province by former Republican vice-president Enoch Kavindele, MMD national secretary Richard Kachingwe and other senior Government officials.<\/p>\n<p>He was seen off at City Airport by Defence Minister Kalombo Mwansa, Lusaka Province Minister Charles Shawa, Secretary to Cabinet Joshua Kanganja, service chiefs, MMD national treasurer Goodward Mulubwa and other senior Government and party officials. Meanwhile, Mr Kavindele has said the MMD Government is on track with the provision of development to the Zambian people.<\/p>\n<p>Mr Kavindele, who is a founder member of the ruling party, said Zambians were anxious for development. He said the people of North-Western Province were crying that they should also benefit from the developments taking place in the province. The former vice-president said he had accompanied the president to North-Western Province to show the head of State the progress that had been made on the US$500 million North-West rail project.\u00e2-\u00a8He said an Environmental Impact Assessment (EIA) would be carried out soon.<\/p>\n<p>&#8220;Funding has always been ready. An American partner has just indicated that the African Development Bank want to participate in the project,&#8221; he said.
