Nairobi \u2014 A parliamentary team has given a glimpse as to the costs of running the two Houses to be established next year in fulfilment of the provisions of the new Constitution.<\/p>\n

The Constitution establishes two chambers – the National Assembly with 349 members and the Senate with 67, a climb from the current 222 members.<\/p>\n

On average, it will cost about Sh11 billion every year to maintain the bicameral Houses, compared to the Sh6.5 billion for the current unicameral House.<\/p>\n

But this is just the tip of the iceberg. Implementing the new Constitution is going to be an expensive affair because it creates several layers of government as well as governance institutions.<\/p>\n

Devolution, which is the centrepiece of the new law, essentially means two levels of government, namely national and county. Each of these will have structures and systems and their own respective budgets.<\/p>\n

When the final costs of running these governments and structures are finally worked out, the figures will be astronomical and that is the reality we must accept.<\/p>\n

Indeed, as a philosopher once said, freedom is never free. Kenya, like any nation striving to become a modern and vibrant democracy, must be ready to pay the price.<\/p>\n

To this extent, therefore, the challenge is planning. This is the reason why the Parliamentary Service Commission has done the right thing to publicise its financial needs for the coming years.<\/p>\n

We are aware that Government ministries and other agencies are busy preparing laws, policies and financial costs for their future operations.<\/p>\n

That is good, but they should be expedited and made public early enough so that they are debated openly and rationalised before adoption.<\/p>\n

Since Kenyans overwhelmingly adopted the new Constitution with far-reaching social, political and economic implications, they must be ready to foot the attendant bills.<\/p>\n

But the key point is planning and getting everything in place to avoid a last minute rush.<\/p>\n
