Maputo \u2014 256 people were detained during the riots against price increases on 1 and 2 September last year in the cities of Maputo (139), Matola (62) and Chimoio (55), Mozambique’s Attorney-General, Augusto Paulino announced on Wednesday.<\/p>\n

Giving his annual report to the country’s parliament, the Assembly of the Republic, Paulino gave details of the riots and their aftermath that neither the police nor the courts had bothered to make public.<\/p>\n

Of the 256 people detained, most were accused of minor public order offences, and given summary trials. More serious charges were pressed against 105 – 80 in Maputo, 22 in Matola and three in Chimoio. The charges ranged from incitement to violence, theft and criminal damage to arson, sedition and murder.<\/p>\n

Paulino said that to date 178 people have been sentenced to prison terms ranging from three days to two years. 64 have been acquitted and the other 14 are awaiting trial.<\/p>\n

One of those killed during the riots was an 11 year old boy, struck by a police bullet on 1 September as he was returned from his Maputo school, which had been closed because of the disturbances. Paulino said that criminal proceedings are under way against the policemen involved in this shooting – but he did not say how many policemen have been arrested, or explain why it has taken so long for the case to come to trial.<\/p>\n

Paulino said that in 2010 there were 49 cases of citizens taking the law into their own hands and lynching people they believed to be criminals. Although this was a reduction on the figure of 78 lynchings in 2009, Paulino believed that the massive radio and television campaign warning people not to take the law into their own hands “has not yet produced the desired effects”.<\/p>\n

Some of the worst incidents involved mob attacks on health or agricultural workers accused of spreading cholera. Thus in Chiure district in the northern province of Cabo Delgado, agricultural technicians came under attack, when they were explaining to local farmers how rat poison should be used in the fields. The mob stoned the police unit that went to their protection, killing one policeman and injuring three others.<\/p>\n

In Moma district, in Nampula province, a crowd attacked two health centres, assaulted health workers and destroyed hospital equipment. Far from spreading cholera, Paulino said, the health workers attacked had been distributing chlorine to disinfect water sources and thus avoid cholera outbreaks. He assumed that it was confusion between the Portuguese words “colera” and “cloro” (chlorine) that led to the mob attacks.<\/p>\n

15 of the ringleaders were brought to trial in March. One was sentenced to five years imprisonment, and the other 14 to four years.<\/p>\n

An earlier attack against a health centre in Pebane district, Zambezia province, again on the allegation that health workers were spreading cholera, came to trial in July 2010, and 18 rioters were sentenced to eight years imprisonment.<\/p>\n

Paulino’s report also gave details of several grisly crimes connected to witchcraft, In Mossurize district, in the central province of Manica, three people murdered a man and cut off his genitals for use in black magic rituals. In September 2010, the three were sentenced to 20 years imprisonment.<\/p>\n

A similar case occurred in Mecanhelas, in Niassa province, in August, when two people murdered a 14 year old boy and hacked off his genitals. One of the men confessed, and said that he had been contacted by the other with promises of money. The body parts were to have been sold in Cuamba district, also in Niassa. This case has not yet come to trial.<\/p>\n

In February this year, two men murdered a night watchman in Sussundenga district, in Manica, harvested his blood, and took it to a local witch-doctor, for purposes of “traditional treatment”.<\/p>\n

This same witch-doctor is also accused of cutting off the genitals and an ear of his own wife as punishment for her alleged adultery.<\/p>\n
