Today’s news said President Alassane Ouattara met yesterday with the chairman of the Ivorian Constitutional Council, Mr. Yao Ndre. Dailies also reported on efforts undertaken by the new administration to secure Abidjan and normalize the country.<\/p>\n

1. With a picture of President Alassane Ouattara and the Chairman of the Constitutional Council, Mr. Paul Yao Ndre, shaking hands warmly, the state-owned daily Fraternite Matin informed readers that the two men met yesterday at the Golf Hotel. Though the specific contents of the closed-door meeting were not disclosed to the public, the daily noted that the two men undoubtedly discussed the latest developments in the country ten days after the capture of former President Laurent Gbagbo by forces loyal to President Ouattara.<\/p>\n

“The country must go on, state institutions must resume work to bring life back to normal,” the paper reported a tense Mr. Paul Yao Ndre as saying. “We need social cohesion and mutual trust to achieve this challenge,” the man accused of having overturned the results of last year’s election, to rule in favor of Mr. Laurent Gbagbo, added.<\/p>\n

[Note: Mr. Yao Ndre, as head of the Constitutional Court, backed then-incumbent President Gbagbo’s claims that pro-Ouattara forces had rigged the vote in northern areas they controlled and consequently annulled ballots cast in those polling stations to declare in early December 2010 that Mr. Gbagbo won 51.45% of the vote, invalidating UN-backed results that gave Mr. Ouattara 54.1% and sparking a major electoral dispute which culminated in heavy fighting opposing pro-Ouattara forces and Gbagbo’s loyalists. End note.]In a similar account, Le Mandat (a daily close to the RHDP – a coalition supporting President Ouattara) noted that the move of the Ivorian Court Chief was in line with the recommendations of the task force of the African Union set up in early February to address the Ivorian crisis. According to the daily, Mr. Yao Ndre is likely to preside over the official swearing-in ceremony of President Ouattara scheduled for mid May. “Men do not matter, institutions do,” Mr. Ndre reportedly said.<\/p>\n

“We all went too far and are all responsible for what happened; the current president, former President Gbagbo, the citizens, the media that inflamed it, everybody …There is no individual responsibility. It is not about individuals, it is about the institutions… We need to rebuild Ivory Coast, everyone, in a spirit of solidarity, love and fraternity.”<\/p>\n

These are excerpts of the interview Mr. Ndre had with the press just after his meeting with the Ivorian leader. In a rather bittersweet approach, Le Patriote (a daily close to the RHDP – a coalition supporting President Ouattara) noted that Mr. Ndre is far more than most the one to be blamed for the mayhem the Ivorian people went through. The paper argued that, though the new administration has embarked on a reconciliation process, the truth must prevail above all and impunity must no longer be an option for individuals such Mr. Ndre.<\/p>\n

2. As for the situation on the ground, Soir Info (an independent daily) noted that negotiations are ongoing between members of the Gbagbo camp and the new administration to form an all-inclusive government. According to the daily, a new cabinet of 32 to 36 ministers is in the offing, as per the recommendations of the African Union (AU), which decided yesterday to lift its sanctions imposed on Cote d’Ivoire following the country’s disputed presidential run-off held on Nov. 28. 2010. 3. On security matters, dissension within pro-Ouattara forces have been reported, according to L’Inter (an independent daily), which noted that a dormant leadership conflict opposing Prime Minister Soro Guillaume and “General” Ibrahim Coulibaly A.K.A. IB, a warlord leading the so-called “Invisible Commados”, has emerged. The daily noted that the two rival factions exchanged gunfire last Wednesday in Abobo, an area controlled by the “Invisible Commandos” of IB, who has pledged allegiance to President Ouattara. A similar incident was reported in San Pedro, the paper added.<\/p>\n

Meanwhile, fighting is still being reported in Yopougon, a stronghold of pro-Gbagbo forces. According to L’Expression(a daily close to the RHDP – a coalition supporting President Ouattara), the United Nations Operation in Cote d’Ivoire, through its spokesperson Mr. Hamadoun Toure, has deplored the clashes, pointing out that they are threatening efforts to restore peace, and called for a cease-fire. Discussions with the rival factions are ongoing to bring them back to reason and thus help the Ivorian people to close the sad chapter of the post-electoral crisis, the paper added.<\/p>\n
