Dar Es Salaam \u2014 The Christian Social Services Commission (CSSC) has secured funding from the Dutch government to implement a multi-billion shilling project whose ultimate goal is to complement Tanzania’s efforts in bridging the huge personnel gap in the health sector.<\/p>\n

According to CSSC sources, the Euro 2 million (about Sh4.3 billion) financing support has been provided under the Netherland’s Initiative for Capacity Development in Higher Education (Niche). The project is known as “Strengthening privately run pre-service health training institutions for enhanced enrolment and quality of health workers”.<\/p>\n

The funding has been availed through the Dutch agency Nuffic, which is the country’s organisation for International Cooperation in Higher Education. In March 2010, Nuffic selected three Dutch organisations – ETC Crystal, Hanzehogeschool Groningen and the University of Groningen – to supervise and oversee implementation of the first Niche project in Tanzania.<\/p>\n

“The Niche project formally took off in July 2010. It is a four-year project, which will end around June in 2014,” Mr Salvatory Hokororo of ETC Crystal, who are the financial managers of the project, told Insight in a recent interview.<\/p>\n

Mr Hokororo said the focus of the project is primarily to enhance the supply and quality of health workers, in order to improve healthcare services in the country. Apart from limited financial resources, administrative shortcomings and unfulfilled plans and promises, as well as lack of efficient manpower, are among other factors inhibiting the progress in the country’s health system.<\/p>\n

According to the project’s background information, Tanzania currently has a total of 35,202 health workers, whereas the existing health facilities require 125,824, indicating a gap of 90,722 personnel. The deficit comprises 53,214 and 37,508 personnel shortfalls in the public and private sectors, translating into a staff shortage of 65 per cent and 86 per cent in the two sectors, respectively.<\/p>\n

The shortage is more pronounced in rural and remote areas, and involves mid-level workers such as clinicians, nurses, midwives, laboratory staff, pharmaceutical technicians, health officers and administrators.<\/p>\n

“The overall objective of the Niche project is to support health training institutions in the country under CSSC in a bid to strengthen capacity building of health workers, so as to increase their number, and improve the quality of personnel in the sector. The initiative seeks to complement efforts of the government to bridge the personnel gap in the country’s health sector,” Mr Hokororo noted.<\/p>\n

In undertaking the project, the Dutch consortium formed by ETC is expected to team up with Tanzania Training Centre for International Health; Ifakara Health Institute; Human Development Trust and Community Health Promotion Kenya, in conjunction with the Kenya Medical Training College. Mr Hokororo said the project would contribute to strengthening the human capital and institutional capacities of privately run pre-service health training institutions in the country.<\/p>\n

Currently CSSC supports 44 training facilities owned by its member churches, as well as 96 health centres and 821 dispensaries. Nuffic operates in 24 developing countries, including in Africa, where it has operations in Egypt, Ethiopia, Ghana, Kenya, Mozambique, Rwanda, South Africa, Southern Sudan, Tanzania, Uganda and Zambia<\/p>\n

“The write-up for the project had earmarked 37 training institutions, but in the implementation, only three institutions are going to be funded as models of excellence. These are KCMC School of Nursing, Bugando School of Nurse Teachers and St Gasper School of Nursing in Itigi,” Mr Hokororo said.<\/p>\n

He added that the project’s programme would, among other things, involve the training of tutors and provision of further studies at the levels of diploma and masters degree, to be undertaken abroad. There would also be short courses in management and innovative training methodologies, he said.<\/p>\n

According to Mr Hokororo, another major focus of the programme is to conduct labour market surveys, rehabilitation of the three training institutions, and establishment of skills laboratories at the same. The Niche project will also involve compilation of a training handbook, which will serve as a roadmap of model of excellence.<\/p>\n

“The expected output of the project is in line with, and seeks to support, the government’s efforts of producing 27,000 health sector personnel during 2008-2018. There will be also establishment of five training institutes in additional to the 37 already supported by CSSC, most of which are in the Lake Zone and in Northern Tanzania.”<\/p>\n
