Overall, the euro has risen about seven cents or 0.6% against the dollar since January.<\/p>\n<p>Portugal&#8217;s Prime Minister Jose Socrates resigned late Wednesday after parliament rejected his new austerity plan. And on Thursday morning, Moody&#8217;s Investors Services downgraded 30 Spanish banks, citing sovereign debt woes.<\/p>\n<p>While the news at first halted the euro&#8217;s rise against the U.S. dollar, it resumed its upward momentum just hours later. <\/p>\n<p>Investors are sensing that a bailout is inevitably in the cards for Portugal, which they hope will prevent debt problems from having a domino effect on other budget-strapped nations in the region.<\/p>\n<p>&#8220;Already there are signs that the eurozone is being proactive in trying to manage the situation in Portugal,&#8221; said Simon Derrick, chief currency strategist, at Bank of New York Mellon in London. <\/p>\n<p>Investors are closely watching developments out of a two-day summit in Brussels, as European Union leaders discuss solutions to the region&#8217;s debt crisis.<\/p>\n<p>Meanwhile, the euro is still benefiting overall from the European Central Bank&#8217;s more hawkish stance on rising consumer prices, Derrick said.<\/p>\n<p>&#8220;Despite whatever might be happening within Europe, people are still really focused on the inflationary threat globally,&#8221; he said &#8220;They can see oil prices are up again this morning, and they&#8217;re opting for currencies where the central bank is still proven hawkish.&#8221;<\/p>\n<p>As turmoil in the Middle East has boosted the rally in oil and other commodities, investors worldwide have been wondering how long higher food and energy prices can rise before consumers start cutting back, slowing the global economy.<\/p>\n<p>European Central Bank members have hinted that the bank may raise interest rates in April as a way to combat inflation, and that hawkish stance has boosted the euro&#8217;s appeal among international investors.<\/p>\n<p>Meanwhile, the ECB&#8217;s stance on inflation has stood as a stark contrast to the U.S. <a href=\"http:\/\/money.cnn.com\/2011\/03\/15\/news\/economy\/federal_reserve_decision\/index.htm\">Federal Reserve<\/a>, which continues to maintain easy money policies and downplay the risk of inflation.
