The heart of Muammar Gaddafi\u2019s compound in Tripoli lay in shambles yesterday following bombing by the United States and its allies, prompting a debate about whether the allies were trying to kill the Libyan leader.<\/span><\/p>\n

U.S. Vice Adm. Bill Gortney said neither Gaddafi nor his residence had been targeted. \u201cWe are not going after Gadhafi,\u201d he told reporters at the Pentagon. Asked about reports of smoke rising from the area of the Libyan leader\u2019s palace, Gortney said, \u201cWe are not targeting his residence.\u201d<\/span><\/p>\n

The British called off a second bombing run targeting the compound for fear of hitting civilians, a Ministry of Defence spokesman told CNN yesterday, declining to be named in line with British tradition.<\/span><\/p>\n

The ministry said earlier that Royal Air Force GR4 Tornadoes were told not to launch weapons after \u201cinformation came to light that identified a number of civilians within the intended target area.\u201d At the time it did not identify the target of the aborted mission.<\/span><\/p>\n

Gaddafi\u2019s whereabouts \u2014 and his plans after promising a \u201clong-drawn war\u201d \u2014 remained unknown yesterday.<\/span><\/p>\n

The U.S. military mission in Libya may have peaked, spokesman Vince Crowley said yesterday.<\/span><\/p>\n

\u201cWe are moving from the action phase to a patrolling phase,\u201d said Crowley, a spokesman for the military\u2019s Africa Command. \u201cOur aircraft participation has… plateaued, if not reduced somewhat.\u201d<\/span><\/p>\n

A witness in the Libyan city of Misrata reported \u201cabsolute destruction and carnage\u201d by Gaddafi forces on Monday \u2014 despite the regime\u2019s recent call for a cease-fire.<\/span><\/p>\n

\u201cMisrata is being flattened and razed to the ground as we speak,\u201d said the man, whom CNN is not naming to protect his safety. \u201cHe (Gaddafi) is using tanks and snipers to terrorize the city.\u201d<\/span><\/p>\n

The man added, \u201cThey are shooting people in the main street and on the back street.\u201d<\/span><\/p>\n

The Libyan military announced the cease-fire after an attack near Benghazi \u2014 the heart of the Libyan opposition forces. Coalition forces pounded a Libyan military convoy there Sunday. At least 70 vehicles \u2014 including armored personnel carriers and tanks \u2014 were destroyed.<\/span><\/p>\n

British military spokesman Maj. Gen. John Lorimer Monday dismissed the Libyan announcement.<\/span><\/p>\n

\u201cAlthough a Libyan cease-fire was announced again there has been no evidence to suggest there has been a change in their stance,\u201d he said.<\/span><\/p>\n

Asked about the possibility of trying to kill Gaddafi to end his regime, U.S. Secretary of Defense Robert Gates said it would be \u201cunwise\u201d to set specific goals.<\/span><\/p>\n

I think that it\u2019s important that we operate within the mandate of the U.N. Security Council resolution,\u201d Gates told reporters Sunday while on a plane to Russia. \u201cIf we start adding additional objectives, then I think we create a problem in that respect. I also think that it is unwise to set as specific goals things that you may or may not be able to achieve.\u201d<\/span><\/p>\n

The Security Council resolution, which passed Thursday, allows member states \u201cto take all necessary measures to protect civilians under threat of attack in the country … while excluding a foreign occupation force of any form on any part of Libyan territory.\u201d<\/span><\/p>\n

Gates did not mention Libya in St. Petersburg, Russia, during his appearance Monday with Russian military officials. Russia has been critical of the air bombardment of Libya.<\/span><\/p>\n

CNN\u2019s Nic Robertson was among several Western journalists taken inside Gaddafi\u2019s bombed compound by Libyan officials to survey the destruction.<\/span><\/p>\n

Robertson reported a four-story building was heavily damaged. He held a chunk of metal retrieved from the site \u2014 with writing in English \u2014 that appeared to be from a cruise missile.<\/span><\/p>\n

A Libyan government official said the building had been used by Gadhafi officials and said there were no casualties from the strike.<\/span><\/p>\n

The building is about 100 yards from a statue of a golden fist crushing a model plane emblazoned with \u201cUSA\u201d \u2014 a monument to the 1986 American bombing of Libya in which a U.S. plane was shot down.<\/span><\/p>\n<\/div>\n
