Ado-Ekiti\/Ibadan \u2014 As the Independent National Electoral Commission [INEC] is set to enforce its ‘no vehicular movement’ policy on the election days at the forthcoming poll, Resident Electoral Commissioner (REC) for Oyo State, Mr Ayo Adakeja yesterday said governors, deputy governors, ministers and other political office holders have been barred from election monitoring.<\/p>\n

<\/p>\n

Adakeja said section 45 (1) of the 2010 Electoral Act (as amended) bars them from serving as party agents, either at the polling station or collation centre unless such functionaries had resigned their positions at least three months before elections. He said only people who fall in the category of Electoral duties are allowed to go about on election monitoring.<\/p>\n

Adakeja while addressing stakeholders’ election forum meeting at the INEC state office in Ibadan on Thursday gave details of the Electoral Act as regards expectations from members of the public on the elections day.<\/p>\n

He said: “A provision in this sub-section of the Electoral Act bars the following functionaries from serving as party agents, either at the polling station or collation centre unless such functionaries must have resigned their positions at least three months before elections. The functionaries are chairmen or member of a local government or area council; commissioner of a state; deputy governor, or governor of a state; minister or any other person holding political office under any tier of government.”<\/p>\n

He said INEC is set for the April polls and that no stone would be left unturned by the electoral umpires to ensure transparent, free and fair elections. He said the commission is working assiduously within the enabling electoral laws in order to ensure that every vote counts so as to make the outcome of the general elections accepted nationally and internationally .<\/p>\n

He said one of the steps adopted and employed by INEC in this regard is the legalisation of deployment of agents by political parties, while the party agents would represent their parties’ interests during polling, counting and collating.<\/p>\n

He therefore enjoined politicians and political parties in Oyo state to “reasonably” utilize the campaign period for mobilization and galvanization of their supporters and sympathisers towards active participation in the election. In doing this, however, he urged them to “desist from unwarranted verbal assault on institutions and individuals, eschew unverified accusations and character assassination.<\/p>\n

“Already, some politicians and candidates are engaged in escapist tendency whereby reasons are being adduced for their failure at elections yet to hold. We should attack issues rather than personalities,” he stated.<\/p>\n

On the procedure for voting in the April poll explaining that “accreditation of the registered voters starts at 8 a.m. and ends at 12noon, and that at the close of the accreditation, the presiding officer shall direct the accredited voters to queue up with poll assistant or security agent standing behind the last voter on the queue to prevent anyone from joining.”<\/p>\n

Also addressing the forum, the Commissioner of Police for the state command, Alhaji Baba Adisa Bolanta warned politicians in the state to “desist from arming political thugs and hoodlums” stressing that anybody caught with arms and ammunition causing political tension in the state would be treated like armed robbers.<\/p>\n

Bolanta assured that the police in Oyo state would provide enabling environment for all and sundry just as he added the military will also back the police in providing adequate security before, during and after the general elections.<\/p>\n

Meanwhile, the REC in Ekiti State, Alhaji Husseini Aliyu Pai has said the presiding officers in all the polling units have been mandated to cancel any fraudulent election during the April elections.<\/p>\n

The REC said the presiding officers being the staff that conducts elections always have full knowledge of what goes on during elections and have been constitutionally empowered to annul any fraudulent election without recourse to the Independent National Electoral Commission(INEC).<\/p>\n

Alhaji Pai who said this in Ado-Ekiti yesterday hinted that presiding officers in 2,195 polling units across the 177 wards of the state are constitutionally empowered to annul election which appear to them as being fraudulent and massively rigged during election<\/p>\n

Pai said the electoral body is well equipped and adequately funded to operate independently and conduct the April polls without relying on the state governments for logistic support.<\/p>\n

He said they have been directed to solely arrange logistics for the forthcoming general election without resorting to appeal to any source for support of any kind, saying .<\/p>\n

Putting pay on the reliance on logistic problems to get influence on the commission, Pai said no politician would be allowed to arrange logistics for the commission’s staff during election adding that “we are not that poor to start accepting gift from anybody now, we are buoyant enough”.<\/p>\n

He appealed to politicians to play by the rules for credible , free and fair election to be achievable in the April polls, adding that the commission will not disappoint Nigerians over the conduct of the election.<\/p>\n

To ensure impartiality and transparency in the conduct of the election, the INEC boss revealed that only the corps members and qualified federal staff of each state of the federation will be employed as ad hoc staff during the April poll.<\/p>\n

“We want to be neutral and unbiased during the forthcoming election , so our staff , both regular and ad hoc are under serious training , so that we can get it right this time around”, Pai said<\/p>\n
