{"id":16124,"date":"2011-12-18T11:26:52","date_gmt":"2011-12-18T11:26:52","guid":{"rendered":"http:\/\/www.ghanamma.net\/2011\/12\/obama-signs-1tn-spending-bill-averts-shutdown\/"},"modified":"2011-12-18T11:26:52","modified_gmt":"2011-12-18T11:26:52","slug":"obama-signs-1tn-spending-bill-averts-shutdown","status":"publish","type":"post","link":"https:\/\/www.ghanamma.com\/2011\/12\/18\/obama-signs-1tn-spending-bill-averts-shutdown\/","title":{"rendered":"Obama signs $1tn spending bill, averts shutdown"},"content":{"rendered":"<div readability=\"142\">\n<p>WASHINGTON\u00a0 (AFP) \u2013 US President Barack Obama on Sunday faced a new congressional gridlock over a payroll tax cut after he signed into law a $1 trillion spending bill, averting a government shutdown.<\/p>\n<p>The US Senate passed the spending bill and a two-month payroll tax holiday extension on Saturday, punting that problem down the road, but not for long.<\/p>\n<p>Obama had initially sought a one-year extension for the tax cut and unemployment benefits.<\/p>\n<p>The compromise tax measure further dented Obama\u2019s authority by forcing him to revisit a contentious pipeline plan, and while the legislation passed easily, its short duration highlighted the inability of feuding lawmakers to bridge the divide on a more comprehensive deal.<\/p>\n<p>Obama told reporters he was \u201cpleased\u201d with the deal, but made it clear he was expecting more.<\/p>\n<p>\u201cWhile this agreement is for two months \u2026 it would be inexcusable for Congress not to further extend this middle-class tax cut for the rest of the year\u201d when they revisit the issue in early 2012, he said at the White House shortly after the Senate vote.<\/p>\n<p>But Republican Senate Minority Leader Mitch McConnell said that \u201cin order to achieve something around here, you have to compromise.\u201d<\/p>\n<p>The deal thrusts the contentious Keystone XL pipeline, to carry oil from Canada\u2019s tar sands to the US Gulf Coast, back onto the political agenda.<\/p>\n<p>Obama had put off a decision on the project, which pits environmentalists against labor unions and business interests in his political base, until after the November 2012 elections in which he is hoping to secure a second term. The move drew Republican howls.<\/p>\n<p>Instead, the bill gives him just 60 days to review the pipeline project, a deadline Obama did not mention during his brief remarks.<\/p>\n<p>\u201cThis bill will stop President Obama\u2019s delaying tactics,\u201d said Republican Senator Richard Lugar.<\/p>\n<p>\u201cIt is absolutely incredible that President Obama wants to delay a decision until after the 2012 elections apparently in fear of offending a part of his political base.\u201d<\/p>\n<p>The White House\u2019s apparent concession in agreeing to legislative language requiring Obama to ostensibly reconsider it within two months will enrage environmentalists who lean Democratic and campaigned against the project.<\/p>\n<p>Republican Senator Kay Bailey Hutchison acknowledged \u201cstark\u201d differences between the parties over how to pay for the tax cut extension, with some lawmakers on both sides of the aisle furious that the bill slashes inputs to the already creaky Social Security system.<\/p>\n<p>\u201cWe don\u2019t think that we should defund Social Security,\u201d Republican Senator Mark Kirk said alongside his Democratic colleague Joe Manchin. Both had voted against the measure.<\/p>\n<p>The House of Representatives, which earlier approved the spending bill, could take up the tax cut measure on Monday, capping a frenetic period of maneuvering between the White House and its Republican foes.<\/p>\n<p>But approval was far from certain. According to The New York Times, a number of rank-and-file Republicans objected to the measures in a Saturday conference call with House Speaker John Boehner, indicating it would face a difficult battle.<\/p>\n<p>\u201cI would say it has a very steep uphill fight in our conference. It\u2019s a joke,\u201d the paper quoted Representative Tom Graves of Georgia as saying about the legislation.<\/p>\n<p>Democratic Senate Majority leader Harry Reid said Americans \u201cshould know that we fought hard to make sure that they get their checks and their deductions come January 1.\u201d<\/p>\n<p>But Republicans crowed that they had forced Obama to take up the pipeline project, which they say will create 20,000 jobs, even after the president said he would reject any attempt to link it to the payroll tax holiday.<\/p>\n<p>The agreement requires the State Department to issue a permit for the Keystone project within 60 days unless Obama certifies that it is not in the US national interest.<\/p>\n<p>Such a finding would expose Obama to politically explosive Republican charges that he rejected the creation of 20,000 jobs at a time of high unemployment and in the middle of an election year.<\/p>\n<p>Seeking to stimulate the sluggish recovery, Obama had asked Congress to extend a payroll tax holiday for a year to give workers a $1,500 tax cut next year.<\/p>\n<p>Obama\u2019s Democratic allies had initially hoped to fund the project by imposing a tax on the country\u2019s wealthiest Americans who earn more than $1 million a year.<\/p>\n<p>But they met stiff opposition from Republicans, who control the House, and had to abandon the plan.<\/p>\n<\/div>\n<p>Comments are moderated.
