The Mirror report that manager Steve Kean hopes to add the 26-year-old to his striking options with the German top-flight club willing to listen to offers.
Kean has made it clear that Cisse is his first-choice attacking target and is willing to spend big in order to get his man.
In his first summer transfer window at the Premier League club, Kean has the backing of the Indian owners who will give cash to match their ambitions.
The Senegalese international – who has an impressive record of seven goals in nine games for his country – is also a consistent scorer at club level, scoring 28 goals in 48 Bundesliga games since joining Freiburg from Metz.
The report also suggests Kean has signed Paraguay’s youth international skipper Rodrigo Baez.
The Ewood Park boss has agreed a deal with Baez’s club Olimpia for the midfielder, who will cost an initial six-figure fee that could rise if the youngster makes his mark in the Premier League.
