Conference to Focus on Enforcing New Laws

15 June 2011 Nairobi — The interim electoral body has challenged a court's decision to award Sh48 million to Trade minister Chirau Mwakwere and a voter who successfully petitioned against the 2007 Matuga parliamentary elections. The Interim Independent Electoral Commission (IIEC) says the amounts awarded by Mombasa resident magistrate Tito Gesora were too high, baseless and unjustified.

Nairobi — The government is to host a major conference that will take stock of the constitutional implementation process.

The event, to be held between June 20 and 22, will bring together government and international policy experts.

Under the theme: “From Prospect to Progress; Constitutional Implementation in Letter and Spirit”, the conference will be opened by President Kibaki and Prime Minister Raila Odinga.

It will be co-hosted by the Ministry of Justice and Constitutional Affairs and the Commission for the Implementation of the Constitutional (CIC).

It is intended to galvanise the country to focus on timely and full implementation of the Constitution, read a joint brief by the CIC and Justice ministry. Participants will have the opportunity to speak on critical issues relating to the implementation process.

“Participants will look back at the achievements and challenges of the first 10 months under a new Constitutional order and consider how to best ensure it is implemented,” read the brief.

“It is hoped the experiences shared and the lessons that will emerge from interactions at the conference, will re-energise the nation on Constitutional implementation,” it added.

Key legislation

The meeting is also expected to discuss the passing by Parliament of key legislation as well as identify key priorities of the implementation processSome of the key speakers include Internal Security PS Francis Kimemia and the Chair of the Police Reforms Implementation Committee Mr Titus Naikuni.

Notable international speakers will include former South African legislator Mohamed Bubha and Nigerian human rights lawyer Chidi Odinkalu, among others.
