Parliament Puts Off Ratification of Loans Due to Suspicion of Usury

Khartoum — The Council of the National Unity Parties has called on Darfur non-signatory movements to join the running talks in respect for the humanitarian situations in the region.

Khartoum — In its sitting Monday headed by Speaker Ahmed Ibrahim Al-Tahir, the National Assembly postponed looking into reports submitted by the Committee of Financial and Economic Affairs on draft bills on ratification of loan agreements between Sudan and Arab financing funds.

The reports, presented by the Chairperson of the Committee Dr. Babiker Mohamed Tom, included an agreement on a loan to the complex of Upper Atabara and Siteit river between Sudan and Kuwaiti Economic Development Fund for 2011 and a loan for new Khartoum airport between the government of Sudan and Arab Fund for Socio-Economic Development for suspicion of usury (riba ). The National Assembly Speaker has affirmed keenness of government to adhere to the rules of Islamic Sharia and importance of ruling out riba from its different dealings.

Al-Tahir gave directives on holding plenary symposium at the premises of the National Assembly to which all Islamic scientists, scholars and the concerned bodies are to be invited to deliberate on ways of dealing with such loans to come out with a clear vision that the parliament to be assured on itHe urged the MPs to closely consider the Islamic Sharia teachings when deliberating the loans for ratification, urging importance of reducing the loans to the possible rate. He called for establishment of Islamic supervisory boards in some ministries such as the Ministry of Finance and not to rely on old fatwas (verdicts) as the necessity is renewable, adding that what was necessary today might not be so tomorrow.
