SLUM COMMUNITIES ACHIEVING LIVABLE ENVIRONMENTS THROUGH URBAN PARTNERS (SCALE UP) PROJECT

TERMS OF REFERENCE
ASSESSING THE IMPACT OF FOOD SAFETY AND NUTRITION TRAINING ON URBAN FOOD SECURITY IN AYIDIKI, ACCRA

1. INTRODUCTION
CHF International has been awarded a three-year grant to implement the Slum Communities Achieving Livable Environments with Urban Partners (SCALE-UP) program. The program will provide targeted capacity building to local intermediaries (NGOs and others) to implement slum upgrading interventions in collaboration with community-based organization(CBOs) and municipal authorities in two cities(Accra and Sekondi-Takoradi).

The SCALE-UP Program has four principal objectives:

• Strengthening the capacity of slum residents and local intermediaries to realize pro-poor projects;
• Regularizing local government engagement of the urban poor in inclusive planning and implementation of pro-poor urban initiatives;
• Increasing income and asset generation opportunities for slum residents; and
• Improving the living environment for slum residents.

The program focuses on building the capacity of local NGOs to identify and implement projects in slum communities that result in increased income and assets and improved living environments for slum community residents and operates in the following urban informal settlements:

• Accra: Jamestown, Ayidiki, Sabon Zongo, Avenor and Nima
• Sekondi-Takoradi: New Takoradi, Kojokrom, Kwesimintim and Ngyeresia

One of the key activities of the Scale up project is to promote improved hygiene/safety, good nutrition and micro enterprise skills development for healthy living in the target project communities. In this regard, Youth and Women Foundation (YWF), a local NGO partner of the Scale up project implemented the ‘ensuring food security: targeting food vendors in Ayidiki community’ project, with the aim of improving the food safety and nutrition knowledge and practices of 100 food vendors; and by that, improving food security in Ayidiki, Accra.

After completion of this project by YWF, CHF Ghana is seeking a Consultant to conduct a rapid assessment of the impact of the activities of YWF in this community.

2. OBJECTIVES OF THE ASSESSMENT
The Consultant will be required to assess the impact of training conducted in food safety and food nutrition on the 100 food vendors in Ayidiki, Accra, on food security. Specifically, the assessment will seek to determine how food security and the living conditions of residents of Ayidiki have improved as a result of training for food vendors covering the following;

• food safety knowledge and practices
• nutrition knowledge and practices
• business development services support

3. SCOPE OF THE ASSESSMENT
The  scope  of  work  of  the assessment should  include  but  not  be  limited  to  all  the  following  tasks  detailed  below;

• review the intended goal and objectives of the project, including the activities designed to achieve the goals and objectives
• onsite inspections and individual interviews on a statistically significant sample of the 100 food vendors trained
• collecting data to determine the impact
• powerpoint presentation  and report on the assessment

4. GEOGRAPHICAL SCOPE
The geographical scope of the proposed assessment will be limited to Ayidiki, in Accra

5. EXPECTED  OUTPUTS/DELIVERABLES
The assessment shall produce the following;

• a powerepoint at the end of the field study to CHF International project team, presenting major findings and recommendations
• a  draft  report  which  covers  all  the  field  investigations, data  analysis  and  recommendations  on  the   work  done, that  offers;
• a  thorough understanding of the impact of the trainings (food safety and nutrition) of the 100 food vendors on food security
• impact of the training in improving food security in Ayidiki, as a community
• a final report that addresses all comments on the draft report provided by CHF International

7. WORKING ARRANGEMENTS, COORDINATION AND REPORTING
CHF will work closely with the Consultant. Therefore upon signing of the contract, the Consultant will discuss and agree on a work plan with CHF International. All correspondence and reports should be addressed to Ishmael Adams, CHF International / Ghana.

8. PAYMENT SCHEDULE
The contract sum will be divided into categories relating to the deliverables to be agreed by the two parties (first advance not to exceed 24% of contract value).
