Deputy Local Government Minister Elvis Afriyie AnkrahA Local Government Expert, George Kyei Baffour has cautioned that the decentralization concept initiated by former President Rawlings is on the verge of collapse, if the Local Government Ministry does not take the necessary actions to stem the tide on local elections.

Mr. Kyei Baffour explained that one of the best legacies of Mr. Rawlings during his tenure of office is the decentralization concept, but the NDC current administration which is an offspring of Mr. Rawlings’ party is messing up with everything in relation to the decentralization concept.

Mr. Kyei Baffour expressed worry over how Metropolitan, Municipal and District Chief Executives have arrogated power to themselves to inaugurate Assembly members, while it is the constitutional mandate of the Coordinating Directors to do so.

Speaking on Adom Fm’s Dwaso Nsem with Adakabre Frimpong Manso on Tuesday, Mr. Kyei Baffour who is a former President of National Association of Local Authorities in Ghana (NALAG), said it is long overdue for government to inaugurate Assembly members three months after district Assembly elections.

He quoted Section 4 Act 4-6 of the 1992 constitution to buttress his point that the “Assembly is a corporate body with perpetual succession”, meaning there is no point districts will have no representatives.

Mr. Kwesi Jonah who is a Research Fellow at the Institute of Democratic Governance (IDEG) is worried over the inability by the Electoral Commission to gazette the results of the 2010 District Assembly elections, yet the assemblies are being inaugurated.

Mr. Jonah attributed the delay in the inauguration of the Assemblies to the late slot of the elections.
