Head of the High Judicial Elections Commission (HJEC) Counselor Abdel Moez Ibrahim announced on Thursday 2/12/2011 the final results of the first stage of parliamentary elections that were held on Monday and Tuesday in the governorates of Cairo, Alexandria, Assiut, the Red Sea, Fayyoum, Port Said, Damietta, Luxor and Kafr el-Sheikh.
At a press conference, he explained that the total eligible voters hit 13,614,625 in number and those who cast their ballots reached 8,449,115 at a participation rate of 62 percent. This is the highest ever participation rate in an Egyptian parliamentary election throughout its history since the Pharaonic era until now, he asserted.
He added that the number of sound votes reached 7,931,148 while invalid votes reached 517,967. The number of electoral stations reached 9,873 and that of general stations reached 28 supervised by 10,143 judges.
The first constituency in Cairo, he added, included the districts of al-Sahel Police Station, Rod Al-Farag, Shubra, al-Sharabia and al-Zawya al-Hamra for individual and party candidates. The constituency of al-Zaytoun, al-Sharabia, al-Amyria and Hadaek al-Quba districts has seen some difficulties during the vote-counting process as the number of boxes in this constituency reached 2,236 that needed to be increased to reach 2,756 boxes given the high voter turnout, said Ibrahim.
He explained that under these circumstances, it was found out that some 15 boxes were missing and 75 others were damaged. All of the 90 boxes were excluded during the vote-counting process and only the 2,646 sound boxes were scrutinized, he pointed out.
1- Cairo
Head of the HJEC Counselor Abdel Moez Ibrahim announced at the press conference here that run-offs will take place in the first constituency in Cairo in the districts of al-Sahel Police Station, Zaytoun and Nasr City. In Heliopolis constituency Amr Nabil Ahmed Othman Hamzawe was the winner in the contest over the independents seat while a run-off will take place for the workers seat in the same constituency, he added.
In Qasr el-Nil, al-Gamaliy Police Station and Khalifa run-offs will take place among contenders on both independents and workers seats.
In Maadi constituency, Ramadan Omar Ahmed Salem won the workers seat while Mohammed Mostafa Bakri Mohammed won the independents seat.
2- Alexandria
Run-offs will take place in the constituencies of Montazah First Police Station, Raml First Police Station, Moharam Bek and Mena al-Basal on both seats for workers and independents.
3- Kafr el-Sheikh
Run-offs will take place in Kafr el-Sheikh First Police Station, Hamoul Police Station and Dosouk Police Station on both seats, said Counselor Ibrahim.
4- Damietta
Run-offs on both seats will take place in Damietta First Police Station and Kafr Saad Police Station, he added.
5- Port Said
In port Said Security Directorate constituency, Akram al-Shaer won the independent seat while a run-off will take place on the workers seat, he added.
6- Fayyoum
Run-offs will take place in the constituencies of Fayyoum Police Station, Fayyoum Police Center and Snoras Police Center on both seats, he added.
7- Assiut
Run-offs will take place in Assiut First Police Station, Dairout Police Center, al-Fath Police Center and Abu Teeg Police Station, he added.
8- Luxor
Ibrahim explained that run-offs will take place in the constituency of Luxor Security Directorate on both seats.
9- The Red Sea
Run-offs will take place in the Red Sea Security Directorate on both seats, said Ibrahim, stopping at this point of results and explaining that all results are available for everybody in the headquarters of the general secretariat of the HJEC.
