Executive Secretary of Ghana Integrity Initiative (GII,) Vitus Azeem, has described the report on Subah Infosolutions as a joke and a decision coming from a ‘family meeting.’

Mr. Azeem, who spoke on Accra-based Asempa FM’s flagship programme, Eko sii sen, yesterday, said the report was ‘just a family meeting of key stakeholders of the transaction sitting down to determine what the next step was.’

He said there was not much of a report and that he did not see that as an investigation.

He said the committee had two terms of reference which terms were to ascertain whether the contract could be set aside and renegotiation.

On the first term of reference, he felt that was unnecessary, especially when the Attorney-General could advise whether the contract was genuine or not.

‘The other reference, renegotiation, was not an investigation either,’ he explained.

He said the composition of the committee [Ministry of Finance and Economic Planning (MoFEP,) Ghana Revenue Authority (GRA) and Subah Infosolutions Limited] was a ‘joke.’

The GII executive secretary wondered how Subah Infosolutions, the beneficiary, will be part of a committee to investigate itself.

He added the composition of the committee was not thought through at all.

On steps by government to fight corruption, he intimated that government was not committed to fighting the canker, especially looking at the way it [government] handled the Subah case.

It will be recalled that the GRA entered into a contract with Subah Infosolutions to do electronic monitoring of mobile networks to confirm whether they are being truthful in declaring all their taxes.

Under the contract, Subah Infosolutions was supposed to connect to the physical nodes of the telecom companies to monitor revenues that are supposed to be paid by the telecommunication companies, but this was not done.

It later emerged Subah Infosolutions did not do the work yet bagged GH¢74 million from 2010 to 2012.
