Partisanship Hindering Progress At District Levels
The Chief Local Government Inspector at the Sunyani Municipal Assembly, Atoapomah Baffoe has mentioned lack of commitment to operationalize the sub-structures and over politicization as some of the major problems inhibiting effective and efficient service delivery of Metropolitan, Municipal and District Assemblies in Ghana.
According to him, to make the assembly system more effective there is the need to ensure effective linkages between elected and the electorate-feedback mechanisms and information flow.
Mr. Baffoe was presenting a paper at a media and civil society engagement forum on revenue mobilization and its utilization for development at Dormaa Ahenkro in the Brong-Ahafo Region.
His topic was ‘Enhancing Good Governance through Effective Decentralization: Focus on the District Assembly System’
The training was organized by Gifts Fm in collaboration with Global Media Foundation, human rights and anti-corruption media advocacy organization with funding from STAR Ghana, a donor agency with support from DANIDA, USAID, EU and UKaid.
It forms part of activities under the Gifts FM/STAR Ghana Media Project title: Local FM and Civil Society Promoting Revenue Generation and its Utilization for Development.
In his presentation on the topic: Public Expenditure Tracking and Reporting ‘, the CEO Global Media Foundation, Raphael Godlove Ahenu Junior said public expenditure tracking helps governments, citizens and CSOs to ensure that allocated public resources are effectively reach intended beneficiaries.
He said it further helps to identify and address problems and weaknesses in systems of public expenditure, transfer and service delivery.
The CEO noted that the tracking of public resources will help address problems of corruption, inefficiency and non-performance of public service provider
The Project Coordinator, Victor Fosu Boamah said the media CSOs engagement was to help create a platform for them share ideas to enable them to play their roles effectively in order to promote accountability and accountability at the district level.
