		<description><![CDATA[The founder and leader of the defunct United Renaissance Party (URP), Chuck Kofi Wayo has stated that the inability of the Bureau of National Investigations (BNI) to effectively tackle the ‘galamsey’ menace in the country makes it a “useless” organization.According to him, the organization with the investigative jurisdiction over a wide range of criminal offenses in Ghana is poorly trained and equipped, which therefore makes it inoperable in the face of the illegal mining.“… I see that the BNI is useless, they are badly trained. They don’t know what to do for the country,” he fumed.In equating the duty of the BNI to the Federal Bureau of Investigation (FBI) in the United States of America, Kofi Wayo asserted that the BNI is tasked by law to protect the nation, the citizens and to uphold the constitution by initiating actions that are tailored to protect the citizens of Ghana, but the reverse is the case.He made this comments on Adom FM, while being interviewed on the work of the Inter-Ministerial Task force, charged with the duty of checking the activities of illegal mining and the infiltration of foreigners into the small-scale mining sector.He revealed that, he has seen at first hand the work the Inter-Ministerial Task force is doing to curb the suffering and destruction associated with illegal mining, though he maintains that should have been the job of the BNI.However, Kofi Wayo was quick to state that, the Minister for Lands and Natural Resources, Alhaji Insusah Fuseini is his Minister of the month because his investigations revealed that he (the Minister) refused a $4 million bribe from a group of small scale miners.]]></description>

By Karim Sahib (AFP/File)&#13; &#13; &#13; &#13; &#13; &#13; &#13; &#13; &#13; &#13; UNITED NATIONS (AFP) - Tax havens used by major international firms are depriving impoverished African states of tens of billions of dollars each year, former UN secretary general Kofi Annan said Wednesday.Annan told a Security Council meeting on natural resources and conflict that tax avoidance and "murky" deals result in a loss of state revenue that fuels the wars over natural resources that have bedeviled Africa for decades."When foreign investors make extensive use of offshore companies, shell companies and tax havens, they weaken disclosure standards and undermine the efforts of reformers in Africa to promote transparency," Annan said.The former UN leader said the Africa Progress Report panel, which he chairs, had found "anonymous shell companies" were used in five deals that cost the Democratic Republic of the Congo nearly $1.4 billion from 2010 to 2012.That sum is almost double the impoverished but resource-rich country's annual budget for health and education.Annan added that Africa loses more money each year through a tax avoidance technique, known as trade mispricing, than it receives in international development assistance.More than $30 billion a year is sent to Africa each year in development aid by Western countries. Trade mispricing is where companies quote artificially low prices to deceive tax authorities.Annan praised a vow by Group of Eight leaders at a summit this week to crack down on tax avoidance.He called for international rules to insure the payment of taxes, "rules that limit the use of shell companies and other tools that contribute to secret, murky and exploitative deals."Annan said this could "help prevent the conditions that lead to armed competition for the spoils of natural wealth."He also said the Security Council could "play an important role in ending the plunder of minerals and other natural resources that perpetuate violent conflict" by taking tougher action against trade in conflict-linked resources.The meeting was organized by Britain, which is Security Council president for June and had hoped the talks would result in a statement on conflict and natural resources.But diplomats, speaking on condition of anonymity, said this was blocked by Russia.Without naming any country, Britain's UN ambassador Mark Lyall Grant expressed "disappointment" at the failure to agree a joint statement.He said certain members had objected, saying that the issue of natural resources and conflict falls outside of the council's mandate."This is clearly not true," he said."There are a significant number of countries on the council's agenda in which the weak management and illegal exploitation of natural resources has played a role in triggering, prolonging or escalating a conflict."&#13; &#13; ]]></description>

		<description><![CDATA[The quality of a performance does not drive the amount of applause an audience gives, a study suggests.Instead scientists have found that clapping is contagious, and the length of an ovation is influenced by how other members of the crowd behave.They say it takes a few people to start clapping for applause to spread through a group, and then just one or two individuals to stop for it to die out.The Swedish study is published in the Journal of the Royal Society Interface.Lead author Dr Richard Mann, from the University of Uppsala, said: "You can get quite different lengths of applause - even if you have the same quality of performance. This is purely coming form the dynamics of the people in the crowd."Chain reactionThe research was carried out by studying video footage of groups of undergraduates as they watched a presentation.The scientists found that it took just one or two people to put their hands together for a ripple of applause to spread through the crowd.These claps sparked a chain reaction, where, spurred on by the noise, other audience members joined in."The pressure comes from the volume of clapping in the room rather than what your neighbour sitting next to you is doing," explained Dr Mann.But the performance that had been witnessed - no matter how brilliant - had little effect on the duration of the noisy acclaim.In fact, the researchers found the duration of applause varied greatly.Dr Mann told BBC News: "In one case an audience might clap on average 10 times per person]]></description>

		<description><![CDATA[Greater Accra Regional Chairman of the ruling National Democratic Congress, Ade Coker has commended former Attorney General and Minister of Justice, Martin Amidu, for his perseverance which led to the Supreme Court ruling in his favour in the Waterville Holdings Ltd case.The Supreme Court on Friday ordered construction firm Waterville Holdings to refund all sums paid it in the controversial GH¢51 million judgment debt case to the Government of Ghana.The decision followed a suit by Martin Amidu against the company and two others, businessman Alfred Agbesi Woyome and Austro-Invest Limited to recover huge sums he said were illegally paid to the respondents.Austro-Invest was later struck out of the suit following a revelation that the company was liquidated in Switzerland on July 26, 2011.Waterville Holdings, one of the companies which spearheaded the construction of some stadia in Ghana ahead of the 2008 Africa Cup of Nations, was paid the award after dragging the Government of Ghana to Court in 2009.In a unanimous decision by a nine-member Bench presided over by Justice Professor Date-Baah, the Court ruled that Waterville Holdings was not deserving of the judgment award.The court held that the payments involved contracts that required parliamentary approval; a process it said was side-stepped and therefore rendered the contract unconstitutional.The court also indicted lawyers for Waterville and Alfred Agbesi Woyome for failing to do due diligence in their clients’ cases and consequently referred the conduct of the lawyers to the General Legal Council for disciplinary action.Speaking on Peace FM on Wednesday, the NDC guru expressed gratitude to Martin Amidu and also warned Ghanaians including political figures to depoliticize the issue.“We must express our gratitude to Martin Amidu that regardless of all the vilification he went through, he stood firm and has claimed the money for Ghana. ...]]></description>

By Jekesai Njikizana (AFP/File)&#13; &#13; &#13; &#13; &#13; &#13; &#13; &#13; &#13; &#13; HARARE (AFP) - Zimbabwean President Robert Mugabe has filed an urgent application with the country's top court to push back crucial elections by two weeks, following pressure by regional leaders.Justice Minister Patrick Chinamasa told AFP he had filed papers on Tuesday that sought "a postponement of the date for the harmonised elections from July 31, 2013 to August 14, 2013."The announcement comes just days after Southern African leaders pressed Mugabe to delay the polls to allow more time for democratic reforms.In setting the original election date, Mugabe had said he was complying with the constitutional court's ruling to hold elections by July 31.The elections will choose a successor to Zimbabwe's uncomfortable power-sharing government, which was forged four years ago as a path away from a decade of political violence.Prime Minister Morgan Tsvangirai, a long-time Mugabe rival, has called for reforms -- to free the media, depoliticise the security services and make sure the electoral roll is accurate -- before the vote is held.It was not immediately clear whether the court would grant the extension, or whether two more weeks will be enough to get Tsvangirai's demands met.His party dismissed the application as "shoddy" saying Tsvangirai would approach the court to seek relief."The application is incompletely done and is shoddy," Douglas Mwonzora, spokesman for Tsvangirai's Movement for Democratic Change (MDC) party told AFP. ...]]></description>
