Accountant General to review financial management system


A Human Resource Management Information System (HRMIS) is to be integrated into the payroll management system at the Controller and Accountant General’s Department (CAGD).

The HRMIS, which is a component of the Ghana Integrated Financial Management Information System (GIFMIS), is aimed at co-ordinating and processing all human resource related issues to ensure the efficient management of human resources in the public service.

The Minister of Finance, Mr Seth Terkper, made this known when he opened a review and implementation meeting of the GIFMIS project in Accra.

The GIFMIS project forms part of the Public Financial Management Reforms (PFM) in the country, which is being managed by the CAGD under the auspices of the Ministry of Finance and Economic Planning.

The meeting brought together development partners made up of the World Bank, DFID, European Commission and Danish International Development Agency (DANIDA). Payroll system

According to the minister, the payroll system at CAGD has been upgraded and it is expected to be integrated with the GIFMIS financials by June, this year.

He said the 2014 budget was uploaded onto the GIFMIS platform to help improve the comprehensiveness and quality of budget information to facilitate better accountability and transparency in the use of public resources.

Mr Terkper said although several components of the GIFMIS project such as the HRMIS were not envisaged at the beginning, they were being rolled on gradually, so that the project does not become over-ambitious.

The World Bank Task Team Leader, Mr Ismaila Ceesay, commended Ghana for how far the country had come in terms of the GIFMIS project within four years of its introduction.

Acknowledging the fact that in any given reform programme there were bound to be challenges, he said Ghana had come far with the project.

He said the project had helped the country to assume a better fiscal management of its public finances.
