Job Title: Project Manager – COPA-Connect Smallholder Program (CCSP)
Job Location: Kpong, Greater Accra Region
Summary:
IPA seeks a Project Manager for immediate hire who will assist with the logistics and survey design of a Randomized Controlled Trial RCT evaluation that measures the impact of COPA-Connect Smallholder Program across Ghana’s Eastern and Volta Regions. COPA-Connect Smallholder Program aims to link small farmers into the agricultural value chain by offering them out-grower contract.
The evaluation of COPA-Connect Smallholder Program provides an unparalleled opportunity to study the multifaceted links between agriculture, health, education, and economic outcomes.
RESPONSIBILITIES:
The Project Manager will work closely with international researchers and other field staff to perform a variety of tasks including, but not limited to:
Data Collection Management:
  1. With research team, refine study design and survey instruments;
  2. Oversee and monitor data collection and survey field work, including planning, logistics, hiring, and training;
  3. Conduct qualitative research to inform research design;
  4. Run pilot survey exercises, provide feedback on field operations and survey instruments, and make and monitor improvements;
  5. Provide close, on-site supervision of data collection, while surveys are ongoing
  6. Assist in the writing of project reports and policy memos.
  7. Financial Management
  8. Work with IPA Ghana’s financial staff to keep detailed accounts of all project program activities, including monitoring project expenses.
Human Resource Management
  1. Draft Job Descriptions for short term local hires and, when necessary, help circulate them;
  2. Participate in short term staff selection process and assist with employment-related communication;
  3. Assist Project coordinator with training as needed;
  4. Assist with short term staff evaluations; make recommendations regarding renewal of short term staff contracts;
  5. Enforce all IPA Ghana policies
Miscellaneous
  1. Assist the Project Coordinator with obtaining and sharing information from partner offices
  2. Communicate regularly with management team on matters including finance, logistics and government relations;
  3. Perform other duties related to project implementation as needed.
  4. The Project Manager will be based in one of the project sites preferably Kpong for the duration of the project. The commitment sought for this position is a minimum of two years.


Qualification and Requirements
IPA is seeking candidates who meet the following requirements:
  1. BA or BSc. in development economics, or social science/development field.
  2. Strong budgeting and financial management skills.
  3. Strong oral and written communications skills in English.
  4. Strong oral proficiency in GA-Dangme, Ewe and/or additional languages used in the Eastern and Volta Regions
  5. Experience supervising, designing and implementing data collection and/or field work activities, and managing teams of field workers, is preferred.
  6. Ability to work independently and as part of a team.
  7. Well organized, detail-oriented, able to prioritize, and manage multiple tasks simultaneously with minimal supervision.
  8. Advanced user of Microsoft office suite (Excel, Word, Power Point), and the internet.
  9. Experience in data management, econometrics, and programming in STATA or SPSS is a plus.
