NGO Raises Alarm Over Inflation Of Govt Contracts





Global Media Foundation (GLOMEF), human rights and anti-corruption media advocacy organization has raised concern over inflation of government contracts, especially those involving projects executed by the District, Municipal and Metropolitan Assemblies (MMDAs).

This, according to GLOMEF, affects the judicious use of the national resources, particularly the District Assemblies Common Fund to cover numerous projects, thus denying the Ghanaian taxpayer the full benefit of his/her tax.

Quoting the 8 th  Principles of Batho Pele, GLOMEF is of the view that public services should be provided economically and efficiently in order to give citizens the best possible value for money

An anti-corruption crusader, Raphael Godlove Ahenu Jnr, who is the founder and CEO of GLOMEF raised the concern at a media briefing in Sunyani to raise public alarm over the issue.

Giving evidence to buttress his point, Mr. Ahenu Jnr mentioned the construction of 3-bedroom semi-detected senior staff quarter at Odumase, by the Sunyani West District Assembly, which the contract sum was GH¢109,941.49.

The project that was executed by M/s Tender Crown Construction Limited was started in November 2008 and completed in 2011 with an outstanding debt of GH¢51,596.79 with source funding from the Common fund.

He again mentioned the construction of 4-bedroom and Outer House and furnishing of the DCE’s Bungalow at a huge cost of 129,924.51 Ghana cedis.

He said the project, which was awarded in October 2008 to M/s Djeabour Commercial Enterprise, which is still not completed, is being financed from the Common fund. The Assembly has paid GH¢52,112.08 with outstanding debt of GH¢77, 812.43.

The Assembly, he said in November, 2009 awarded a contract of a whopping sum of GH¢133, 854.47  to M/s Rancee Construction Limited  for the construction of 3 bedroom-semi-detached staff quarters  which the Assembly has paid GH¢45,000 with outstanding debt of GH¢88,854.47.

The Sunyani West Assembly, Mr. Ahenu Jr further said in September 2011 awarded another contracts with whopping sums of GH¢117,299 and GH¢122, 375 to M/S Andy-Vero Enterprise and M/s Monsie Construction Limited for the construction of Community Durbar grounds at Kwatire and Adantia respectively.

He said out of the amount, GH¢46, 226 and GH¢64,662.04 have been paid to the contractors. He noted with concern that despite the huge sums of money, most contractors are doing shoddy work that ought to be investigated, adding that Contractors who do shoddy work should be sent to court for prosecution or must be forced to refund the contract sum.

The CEO said the injudicious use of the little national resources especially the District Assembly common Fund should be a major concern to all Ghanaians.

He said pragmatic measures should be put in place to check the Assemblies and ensure that they do not only account to the Administrator of the Common fund but to the citizenry as well.

Mr. Ahenu Jnr suggested the formation of Metropolitan, Municipal and District Public Accounts Committee to be chaired by an independent body outside the Assembly system to scrutinize all Assembly contracts before and after awards of such contracts and make their findings public.

According to him, before the Administrator of the Common releases funds to the Assemblies one of the criteria the Administrator should insist on should be reports from the aforementioned Committees.

The anti-corruption Crusader also took a swipe on some of the media houses for not playing their watchdog role but rather has become mouthpiece for the NPP and NDC.
